MOU signed by Uttarakhand with Union Health Ministry under Prime Minister National Health Protection Mission

New Delhi, May 14, 2018:

Under the Prime Minister National Health Protection Mission, 5.38 lakh people in the state would be provided free of cost health facilities. In this regard, under the Prime Minister National Health Protection Mission – Ayushman Bharat Yojana, in the presence of the Uttarakhand Chief Minister Mr. Trivendra Singh Rawat, a MoU was signed between the Union Health Secretary Preeti Sudan and State Health secretary Nitesh Jha in Shimla on Monday.

On this occasion, a workshop was also organised on Prime Minister National Health Protection Mission. Union Minister of Health and Family Welfare Mr. Jagat Prakash Nadda, Himachal Pradesh Chief Minister Mr. Jai Ram Thakur, Punjab Health Minister Mr. Brahm Mohindra, Himachal Pradesh Health Minister Mr. Vipin Singh Parmar, Jammu & Kashmir Health Minister Mr. Devinder Manyal and Haryana Health Minister Mr. Anil Vij was present in the workshop.

Addressing the workshop, the Chief Minister Mr. Trivendra Singh Rawat while expressing his gratitude to Prime Minister Mr. Narendra Modi for Ayushman Bharat Yojana, said that under this scheme, 5.38 lakh families from Uttarakhand would be benefitted. He said that following the path shown by the Prime Minister, Uttarakhand government has made it reach everyone so that all the 20 lakh families in the state can avail the facility. He said that possibly Uttarakhand is the first state in the country to make such an effort. He further said that the most important feature of the scheme is that the person concerned will be able to avail the facility of cashless treatment at any of the empanelled hospital in the entire country.

The Chief Minister said that under the Prime Minister National Health Protection Mission, with free of cost treatment available at specialized hospitals outside state, the expenditure being incurred on the treatment of the ill persons would come down. He said that Uttarakhand has registered 100 per cent success in the measles and rubella vaccination campaign started by the Union Government. He also expressed gratitude to Union Health Minister for giving permission to re-open the urban health centres that were lying closed in the urban areas.

Chief Minister said that Uttarakhand government is sensitive and aware towards the health services. He said that in order to provide the health facilities to each and every person, continuously new avenues are being provided. In this direction, Ayushman Bharat Yojana, will play a significant role. He said that after the formation of his government in Uttarakhand, top priority was given to the health services and in order to end the shortage of the doctors, as many as 478 specialist doctors have been appointed. Even in the remote areas, facility of the doctors has been provided. He said that medical education is being provided at nominal fee in the medical colleges of the state. He further said that doctors are being asked to fill the bonds for discharging services in the hill areas and doctors, who even after the agreement had not gone to the remote areas, have been issued notices. After that, from them, 90 doctors have started giving their services in the remote areas. The Chief Minister said that in March 2017, in comparison to 2725, there were only 1364 doctors in the state. He said that presently, the strength of the doctors have been increased to 2150. He said that efforts are being made to recruit the Para-Medical staff in the state. He said that ASHA workers under the National Health Mission, who were not getting any honorarium from past five years have been given single Rs 25,000 honorarium.

Chief Minister said that state government is committed to provide health services in the hill and far flung areas. He further said that 35 main hospitals of the state have been connected with Tele-Radiology for providing health examination facilities to the patients. He said that for the specialist medical treatment, a contract has been signed with one of the main IT Company of the country Hewlett Packard (HP). He said that E-Health Centres have been set up in Community Health Centres of four remote areas – Agustmuni, Bhikiyasen, Naugaon and Okhalkanda and they have been connected with the Government Medical College, Srinagar so that specialist doctors can provide them expert advice.

The Chief Minister further said that while expanding this project, very soon, all four Dham’s of Uttarakhand are being connected with Doon Hospital. He said that in 42 hospitals of the state, the facility of online registration has been started. With online registration, there will no more be long queue outside the chamber of the doctors. He said that for the availability of the blood and medicines, the system of the E-Blood Bank and E-Medicine has been implemented. He said that government is moving forward in developing big hospitals of the state as E-Hospitals. The Chief Minister further said that facility of ICU is being provided in all the district hospitals.

The Chief Minister said that ICU has already been set up in Pithoragarh. In remote areas, setting up of ICU is being started. He said that 108 Emergency Ambulance service is also been strengthened in the state. He added that in all 95 development blocks, 111 new ambulance are being provided, which will make less response time for the treatment of the patients. The Chief Minister said that declining sex ratio in the state is a matter of great concern. In order to tackle the problem, a survey campaign is being run, as a result of which the ratio of the girls per 1000 boys has increased from 888 to 934.
