Is it an epidemic :

The first case is always the most important for public health. It is the contact case and requires all preparations like an epidemic threat. We must find the source of the mosquito and do massive anti-mosquito drive all around within hours. If no anti-mosquito surgical strike is done in time the disease is allowed to spread, it can spread pan India as Culex mosquito is present everywhere.
